The Demise of the 28-Point Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the announcement of a new 28-article proposal for resolving the conflict appeared – briefly – to have been contained. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: a renewed assault of missile and drone strikes on Kyiv.

The Cycle of Diplomacy and Destruction

The sequence of contrasting events captured the bleak nature of the outgoing year. By day, diplomatic battles are fought: hopeful statements are released from various governments. Considerable effort is allocated on managing certain initiatives. By night, the Kremlin clearly shows the world that, for them, military action persists as the key method for achieving "resolution".

Nocturnal Warfare

As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor missile launches from Russian territory, a capability enabled by timely intelligence. From observation points, military aircraft that had been dispatched to engage hostile cruise missiles flew past – modern combat jets provided to Ukraine by NATO members.

Soon thereafter, Kyiv's air-defence systems activated: several firings deployed against a hostile projectile. This was a modern interception technology at work, presumably delivered by allied countries. Every launch creates sudden vibrations, shaking the windows. The brief panic quickly transforms into resigned acknowledgment: perhaps the approaching threat won't cause damage this time, protecting urban areas from devastation and further power outages.

Continuous Dangers

Following this, a large-caliber weapon opened up on a drone close by, part of a defensive team – almost certainly allied-provided weaponry. Unfortunately, the bullets missed the enemy aircraft – it continued its flight toward its target.

Periodically, this continued until dawn. Kyiv faced the early updates: several casualties, damage and infrastructure problems in many homes as a result of the evening attack. As typically, everyone still continued their routines – enduring hostilities. But those entire period encapsulated Ukraine's critical military reliance on Western support – a dependence that European nations are evidently unprepared to fill in the short term.

Unsuccessful Negotiations

The comprehensive proposal from Washington provoked deep reactions, discussion and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.

Every new initiative from US leadership adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually achieve victory. This cycle will, no doubt, persist.

Strategic Calculations

It is convenient to criticize particular leaders of repeatedly advocating Russian terms. But that does not seem to be the complete picture. US administration functions according to a assumption well known to experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The White House believes that it is unrealistic to force Russia to surrender the areas that it already controls in Ukraine's occupied territories.

The issue is that while accepting these circumstances, Washington does minimal to prevent Kremlin actions, through diplomacy or military means, from thinking that the status quo will not evolve additionally in its benefit in the near future.

Conflicting Perspectives

Therefore, Russian leadership is confident that time is on his side – that Ukraine and its allies are approaching exhaustion. Their reason to accept conditions that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's leader remains completely certain in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding civilians and areas but averting a entire defensive failure until circumstances change in its advantage.

Existing Situation

Factually, there are no real preconditions for a truce. Now, individual motivations are coming into play: leadership ambitions to mediate resolution and achieve global acclaim, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unsuitable, so that their priority does not switch to domestic problems. And although their task will now be much harder after recent developments, it remains very improbable that this will change their overall approach.

These conflicting dynamics are guiding negotiations.

Summary and Prospects

It took a just a single week to kill the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the other European countries, along with calming attempts of representatives, and finally, current information leaks, all did their job.

While new plans based on established approaches are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate certain reluctance to alter the situation, if they remain united and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, mainly require ongoing international assistance.
