The Australian skipper has taken 309 wickets in 71 appearances with an average of 22.10.
The Australian chair of selectors the selector has stated that skipper Cummins will have a crucial role in this winter's Ashes series.
Rumors had circulated that the 32-year-old might be unavailable due to a ongoing back issue that remained unresolved.
Earlier indications from team management suggested no final decision had been made regarding whether he would play, with the five-Test series scheduled to begin on November 21 in Perth.
He revealed that Cummins is "building up" and felt positive about his chances of taking part.
"We're aware that the window is narrowing and there are permutations around that, not only the physical problem, but additional elements," he commented.
"We're encouraged. We firmly believe that he'll participate in a major part. Ideally it's the first Test. Should that not happen, we'll adjust."
Previous Setbacks
The captain missed the white-ball matches against India and New Zealand recently after scans revealed a stress reaction in his back.
He has a history of spinal problems, with flare-ups in several earlier campaigns causing him to miss several home seasons in a limited period.
He emphasized he would be proactive in his approach in his recovery plan to secure his spot for the Ashes.
Bailey noted that there was no confirmation if Cummins had begun bowling as part of his recovery but acknowledged it was "getting tight" for him to be fit for the initial match.
Backup Options
In case of absence, former captain Steve Smith will take over the captaincy.
Versatile player Green was recently pulled out from the national team for their limited-overs matches against the Asian giants as a safety move because of an abdominal issue.
Bailey described it as a "slight concern and stated that Green will play in the Sheffield Shield, so will be "in a good place to resume bowling."
"Extensive planning has gone into developing the strategy for him to be available for the opening match as an batting and bowling option," Bailey explained.
"His involvement was limited to the initial matches in any case. The way he swings the willow in shorter formats, if it causes any delay for another day, we just made the decision to approach this more conservatively."
